Noboa’s International Tour Brings Investment Opportunities and Strengthened Cooperation

President meets with leaders from various sectors, explores agreements with Panama and Spain.

Ecuadorian President Daniel Noboa arrived in Spain on June 28, 2025, following a five-day diplomatic mission to Beijing, where he met with Chinese President Xi Jinping. His visit to Spain is part of a broader international tour designed to strengthen Ecuador’s economic position globally and attract foreign investment.

The Ecuadorian delegation, which includes several ministers, will spend five days in Spain, holding nearly a dozen public events, with the aim of establishing stronger ties with Spanish businesses and governments. The President is scheduled to meet with leaders from Poland, Panama, and Andorra, alongside a series of business and governmental discussions in Spain.

Meetings with Spanish Business Leaders

On the first day of his visit, Noboa and his team met with prominent business figures from sectors including telecommunications, tourism, infrastructure, and energy. Notable among them was a meeting with Antonio Pulido Gutiérrez, president of the Cajasol Foundation, an organization with a focus on social action, entrepreneurship, and training.

Noboa’s government ministers were enthusiastic about the potential outcomes of these talks. “We are bringing very promising news for Ecuador,” said Inés Manzano, Ecuador’s Energy and Mines Minister. “The agreement with one of Spain’s most important electricity groups will include the development of 600 megawatts of capacity and 80 kilometers of transmission lines.” The deal, if finalized, could have a significant impact on Ecuador’s energy infrastructure.

Finance Minister Sariha Moya emphasized the importance of such meetings in showcasing Ecuador’s investment potential. “These engagements are pivotal in highlighting the opportunities Ecuador offers for investment and long-term growth,” she said.

Tax and Trade Talks with Panama

On June 29th, Noboa held a significant meeting with Panamanian President José Raúl Mulino. The two leaders discussed several key topics, including logistics, energy cooperation, and the possibility of establishing a double taxation agreement between the two countries. Noboa expressed his desire to further the fight against tax evasion, an issue that Panama has worked on alongside the United States and the European Union.

“We are eager to continue collaborating on these matters,” Noboa stated. “Panama’s steps toward transparency will help Ecuador lift any restrictions or concerns regarding tax havens and allow for a more seamless trade relationship.”

The two leaders also discussed the logistics sector, with an eye toward expanding the Panama Canal. Ecuador is expected to participate in the 2026 Economic Forum for the Americas, to be held in Panama, where discussions around the canal expansion are expected to be a key topic.

Cooperation with Andalusia

Later that day, Noboa met with Juan Manuel Moreno, the President of the Andalusian Regional Government, to discuss the strengthening of cultural and economic ties between Ecuador and Spain. The leaders highlighted opportunities for investment in Ecuador from Andalusia.

Moreno emphasized the growing potential for cultural and social exchanges, alongside economic cooperation. Both sides agreed that investment from Spain could help promote Ecuador’s unique culture and diverse economic opportunities.

The visit to Spain marks an important milestone in President Noboa’s international diplomatic efforts. With a focus on securing investments and establishing strong governmental partnerships, Ecuador’s participation in global events like the United Nations Conference on Financing for Development continues to open new avenues for economic collaboration.
